The Approach
Clippers Quay on the Isle of Dogs overlooks Millwall Outer Dock, a neighbourhood of 258 homes around a historic graving dock. Its village-like scale offers waterside views, integrated landscaping, and varied housing types, making it highly desirable.
However, as households grew, many original homes no longer met contemporary needs. Individual extension applications risked disrupting the estate’s architectural coherence. The board therefore faced a choice: restrict expansion or allow thoughtful change that preserved Clippers Quay’s character.
From 2014 to 2018, Collective worked with residents and the management company to develop a participatory design process. Through board meetings, resident sessions, site visits, and questionnaires, we captured lived experience and aspirations. Consequently, this collaboration transformed local knowledge into a practical architectural and urban design guide.
The guide provides interventions for each home type, including dormers, skylights, garden rooms, studio sheds, additional storeys, and balconies. Clear principles ensure new work respects scale, maximises space, and aligns materials, proportions, and rooflines across terraces. Step-by-step instructions also guide residents through approvals and construction.
By combining flexibility with a coherent framework, the guide allows future expansion while protecting Clippers Quay’s charm. As a result, it helps the neighbourhood evolve into a vibrant, adaptable community where residents continue to belong.
